Right-To-Carry Law Type: Shall Issue. No permit required carrying concealed in Alaska. HB 102, signed by the Governor on June 11, 2003 changes Alaska Statute 11.61.220 to allow anyone 21 or older, who may legally carry a firearm to also carry it concealed without having to obtain a special permit. The possession of a firearm at courthouses, schoolyards, bars and domestic violence shelters will continue to be prohibited. Alaskans may still obtain a concealed carry permit if they want reciprocity with other states or want to continue to be exempt from background checks when purchasing firearms.

What are the procedures to apply for an Alaska Concealed Handgun Permit?
You must complete a handgun training course approved by the Department of Public Safety. Within one year after completion of the training course, submit your completed application in person to any State Trooper office. Your application must include:
The completed application
One photograph taken within 30 days of the date on the application,
Two sets of identifiable fingerprints taken by a Department-approved technician,
Proof of successful completion of a handgun course, and
The $99 application fee.
Can I get my money back if my application is not approved?
No. Application fees are non-refundable. Please make sure that you qualify before you turn in your application. See Alaska Statute 18.65.705 for a list of qualifications to obtain an Alaska Concealed Handgun Permit.test
Can someone else bring in my new application for a Concealed Carry Permit?
No. The application for a new permit must be submitted in person to any Alaska State Trooper office. You will be asked to show a government issued photographic identity card (e.g., Alaska Driver’s License or Alaska State Identification Card).
For how long is my Alaska concealed handgun permit valid?
Permits are issued for 5 years.
Are non-residents allowed to have an Alaska concealed handgun permit?
No. Only Alaska residents may have an Alaska concealed handgun permit. You must establish residency in the State of Alaska and may apply for a permit after you have been here at least 90 days.
If I am a legal resident alien, can I get an Alaska concealed handgun permit?
Yes, provided you are a legal resident of Alaska and have lived in Alaska at least 90 days.
If I am in the military and just transferred here, can I get an Alaska concealed handgun permit?
If you intend to become an Alaska resident, you may qualify to apply for an Alaska concealed handgun permit after you have been here for 90 days

What about SECTION 23-31-225. Carrying concealed weapons into residences or dwellings?
No person who holds a permit issued pursuant to Article 4, Chapter 31, Title 23 may carry a concealable weapon into the residence or dwelling place of another person without the express permission of the owner or person in legal control or possession, as appropriate. A person who violates this provision is guilty of a misdemeanor and, upon conviction, must be fined not less than one thousand dollars or imprisoned for not more than one year, or both, at the discretion of the court and have his permit revoked for five years.

Sec. 18.65.748. Permit holders from other jurisdictions considered Alaska permit holders.
A person holding a valid permit to carry a concealed handgun from another state or a political subdivision of another state is a permittee under AS 18.65.700 (b) for purposes of AS 18.65.750 - 18.65.765 if the person has not had an application for a concealed handgun permit rejected in this state because the person was unqualified under AS 18.65.705 or had a concealed handgun permit revoked or suspended by this state.
Sec. 18.65.750. Possession and display of permit.
(a) A permittee shall carry the permit at all times the permittee carries a concealed handgun. The permittee shall display both the license and other proper identification when asked to do so by a peace officer at any time.
(b) Whenever a permittee who is carrying a concealed handgun is contacted by a peace officer, the permittee shall immediately inform the peace officer that the permittee is carrying a concealed handgun under the permit.
(c) During a contact with a permittee, a peace officer may secure a handgun, or direct that it be secured, during the duration of the contact if the peace officer determines that the action is necessary for the safety of any person, including the peace officer, present. The permittee shall submit to the securing of the handgun.
